The petitioner states that his father served in Military and after his retirement, he was allotted land to an extent of Ac.3.40 cents in Survey No.522-7, an extent of Ac.0.50 cents in Survey No.552-8 and an extent of Ac.1.30 cents in Survey No.544/3, which is classified as AWD, situated at BK Palle Village, Madanapalli, Chittoor District, under Ex-Serviceman quota. His father has been in possession and enjoyment of the said property till his death i.e., on 07.05.2006. After death of his father, the said property was devolved upon the petitioner and unofficial respondents herein, who are none other than sisters and brother of the petitioner. Without knowledge of the petitioner, the unofficial respondents obtained fake Family Certificate and applied to the 3rd respondent for issuance of pattadar passbooks in their name.

On coming to know the said fact, the petitioner made a complaint to the 3rd respondent, who in turn issued modified proceedings by including the petitioner's name in the Family certificate. But, however, the unofficial respondents already obtained pattadar passbooks in their favour. The petitioner came to know about issuance of pattadar passbooks in favour of unofficial respondents in the year 2015 and he filed a regular appeal along with stay application before the 2nd respondent. When the said appeal is not being disposed of and is being adjourned from time to time, the present Writ Petition is filed.

In view of long pendency of the appeal for nearly two years, this Writ Petition is disposed of directing the second respondent to

dispose of the appeal, as expeditiously as possible, but not later than two months from the date of receipt of a copy of this order. The second respondent is directed not to grant any adjournment at the instance of respondents 4 to 6. Respondents 4 to 6 shall cooperate for disposal of the appeal pending before the second respondent.
