The grievance of the petitioner is limited as to non-consideration of the application dated 20.04.2018 made by the petitioner for grant of construction permission.

It is not necessary for this Court to narrate the various facts mentioned in the writ petition and particularly, the objection raised by the fourth respondent and the inter se dispute between the petitioner and the fourth respondent.

In those circumstances, the writ petition is disposed of with a direction to the second respondent to consider the application of the petitioner and pass orders after taking into consideration the claim of the petitioner as well as the claim of respondents 3 and 4 on merits. If any of the party desires to have a personal hearing with the second respondent, the authorized officer of the second respondent shall provide the same. The entire exercise shall be completed within a period of six (6) weeks from the date of receipt of a copy of this order. As a sequel, the miscellaneous applications, if any pending, shall stand closed. There shall be no order as to costs.
