O R D E R

The Trade Union Coordination Centre, Hyderabad, filed this writ petition complaining that no action had been taken upon its representations dated 19.11.2015 and 24.11.2015. By the said representations, the petitioner sought police protection for its IX National Conference which is to be held between 30.11.2015

and 02.12.2015 at Maruthi Gardens, Lakdikapool, Hyderabad. Having received instructions, learned Special Government Pleader appearing for the State informed this Court that no cause has been made out by the petitioner for this Court to interfere at this stage. Learned Special Government Pleader would further state that the police authorities are bound to address the law and order situation in any event and it would be their responsibility to see to it even at the venue of the proposed conference. He would further state that as the petitioner is arranging for this conference where a large number of people would congregate, it is for the petitioner itself to take suitable measures to prevent any untoward incident.

Learned Special Government Pleader would state that the petitioner has to necessarily ensure that none of the delegates to the conference carry any personal weapons, whereby any law and order situation may arise. Sri Vedula Srinivas, learned counsel for the petitioner assures this Court that necessary measures in this regard would be taken by installing metal detectors at the entrances so as to prevent any weapons being brought into the venue. In the light of the statement made by the learned Special Government Pleader and the undertaking given by Sri Vedula Srinivas, learned counsel, no adjudication is warranted in this writ petition.

Needless to state, the police are empowered under Sections 149 and 150 Cr.P.C. to take all necessary steps to prevent commission of a cognizable offence and in the event such a situation arises, they must necessarily rise to the occasion at the venue of the conference.

Pending miscellaneous petitions, if any, shall stand closed in the light of this final order. No order as to costs.
