THE HON'BLE SRI JUSTICE A. RAJASHEKER REDDY Writ Petition No.23552 of 2016 ORDER :

The Writ Petition is filed seeking to issue a writ, order, or direction, more particularly one in the nature of writ of Mandamus declaring the inaction on the part of the Respondent Nos.2 and 3 on the petitioner's application in Form 6-A, dated 19-04-2016 submitted for granting pattadar passbook and title deed for agricultural landed properties mentioned therein, as illegal, irregular, irrational, violative of the provisions of Andhra Pradesh Rights in Land and Pattadar Passbooks Act, 1971 and rules framed thereunder and offends Articles 14 and 21 of the Constitution of India and consequently direct the respondent Nos.

2 and 3 to grant Pattadar Passbook and title deed in the petitioner favour for the applied lands by duly processing the petitioner's aforesaid application without insisting upon submitting application through Mee-Seva center. Heard the learned counsel for the petitioner and the learned Assistant Government Pleader for Revenue. The learned counsel for the petitioner submits that on receipt of application in Form-6-A, the 3rd Respondent addressed an endorsement in L.Dis.No.

and Title Deed. When the petitioner approached the Mee Seva, as number of survey numbers are more, the employees of Mee Seva expressed their inability and thereafter, the petitioner got issued a legal Notice, dated 23-05-2016 though the Advocate expressing the same. But, the 3rd Respondent has not taken any action. Aggrieved by the same, the present Writ Petition is filed.

Heard the learned counsel for the petitioner and the learned Assistant Government Pleader for Revenue. The learned Assistant Government Pleader produced the written instructions, which goes to show that due to some disputes, pattadar passbooks and title deeds issued were cancelled. Considering the facts and circumstances of the case, without expressing any opinion on the merits of the case, the 3rd Respondent is directed to dispose of the application dated 19-04-2016 submitted by the petitioner by taking into account all the aspects, in accordance with law and take action accordingly within a period of six weeks from the date of receipt of a copy of the order.

The Writ Petition is accordingly disposed of. No order as to costs.

Miscellaneous petitions, if any, pending in this writ petition shall stand disposed of.
