Heard learned counsel for the Petitioner and the learned Standing Counsel for respondent Nos. 1 to 4.

The case of the petitioners is that they are the owners of different plots in Sy.Nos.11/ 2 part, 11/ 7 part, 11/ 11 to 11,13, 11/ 14 to 11/ 18, 11/ 19, 11/ 20, 11/ 21 and 11/ 31,11/ 32 situated at Khanamet Village, Serlingampally Mandal, Rangareddy District. The Plots 11/ 2 to 11/ 32 were purchased by Sri Swamy Ayyappa Cooperative Housing Society, Survey of India Staff Cooperative Housing Society Limited and other institutions. The petitioners have purchased the plots through registered sale deeds. It is also stated that petitioner No.1 is having 12 flats in Plot No.905 and petitioner No.2 is having 2 flats in the lay out and the remaining petitioners are having independent plots and they have constructed apartments and individual houses in their individual plots.

During the period of construction, they were provided with single phase electrical connection at commercial rates. After completion of construction, the plot owners approached the respondents for additional connection of three phase at domestic rates and for installing individual meters in their plots and when the respondent Nos.1 to 4 were not receiving the applications, the present Writ Petition is filed.

ARLR,J WP_15928_2017 A Counter is filed on behalf of the respondents stating that after filing the Writ Petition, the property of the petitioners was inspected and it revealed that a residential flat in an apartment complex in respect petitioner No.1, a temporary construction with book store with an existing service connection in respect of the petitioner No.6, a resident flat in an apartment complex in respect of petitioner No.8, a temporary shed with a cement shop with an existing service connection in Plot Nos.12 and 13 and Tin Shed with an existing service connection in plot No.14 are existing and the rest of the plots owned by other petitioners are open plots.

Be that as it may, since the petitioners have made an application seeking service connection, it is for the respondent Nos. 1 to 4 to consider the said applications in accordance with the regulations applicable to providing service connection and the respondent Nos. 3 and 4 are directed to receive the applications and take necessary action in accordance with law. It is open to the respondent Nos. 3 and 4 to reject the applications if the petitioners did not fulfill the requirements of law by issuing necessary communication to the respective petitioners. Accordingly, this Writ Petition is disposed of. As a sequel, miscellaneous petitions, if any, pending in this case, shall stand closed.
