None appears for the petitioner.

This writ petition was filed challenging the action of the second respondent in not complying with the directions issued by the first respondent vide Memo No.8135/M1/2008 dated 23.05.2008 and for a consequential direction to the second respondent to approve the plans counter signed either by registered architects or licensed engineers along with structural engineer, in terms of GO Ms.No.678 dated 07.09.2007 and clarified by Memo dated 23.05.2008. 3.

A reading of the Memo shows that the Government made the provision of Solar Water heating system and solar lighting system optional and directed not to insist for bank guarantee. 4.

Learned counsel for the second respondent submits that after filing the writ petition, new building Rules have come into force and in view of the same nothing survives for consideration in the present writ petition.
