The petitioner complains against inaction of respondents 1 to 5 in taking steps against 6th respondent for alleged illegal construction of rice mill adjoining petitioner's land and non-disposal of representations dated 17-04-2011, 27-04-2011, 16-04-2011 and 25-04-2011 as illegal, arbitrary and unconstitutional. The 5th respondent/ Secretary of Ayyavaripalli Gram Panchayat, Pebbair Mandal, Mahabubnagar District, filed counter affidavit. According to him, the proposed construction, if any, is in Thippayyapally village of Pebbair Mandal but not Ayyavaripalli. The petitioner has not filed writ petition against local body, which is responsible for looking into the alleged illegal construction by 6th respondent.
