This Writ Petition is filed under Article 226 of the Constitution of India seeking a Writ of Mandamus declaring the action of the third respondent in preventing the petitioner from construction of compound wall around his site admeasuring 696 square yards in Survey No.362/D of Algunoor Revenue Village, Timmapur Mandal, Karimnagar District, as illegal and arbitrary. 2.
Heard the learned counsel for the petitioner and the learned Standing Counsel for Gram Panchayat (TG) representing the third respondent.

The case of the petitioner is that he purchased an extent of 696 square yards of land in Survey No.362/D of Algunoor Revenue Village, Timmapur Mandal, Karimnagar District, from one Irukulla Trilokanadh under a registered sale deed dated 13.04.2007. The petitioner with an intention to construct a compound wall around his site submitted an application on 08.09.2016 in the prescribed form to the third respondent-Gram Panchayat seeking permission. For one reason or other, the third respondent did not pass any order on the application of the petitioner.

At the time of hearing, the only relief sought by the learned counsel for the petitioner is to direct the third respondent to dispose of the application of the petitioner dated 08.09.2016 as expeditiously as possible.

In view of the submission made by the learned counsel for the petitioner, this Court is not inclined to express any opinion touching the merits of the main case.

Having regard to the facts and circumstances of the case, the third respondent is hereby directed to pass appropriate orders on the application of the petitioner dated 08.09.2016 in the light of the provisions of the Telangana Gram Panchayat Act and Rules made thereunder, as expeditiously as possible, preferably within a period of two (2) months from the date of receipt of a copy of this order.
