On 23.03.2026, the matters were listed under the caption "For Appearance". On the said date, respondent No.1 submitted that, in all 3,656 token numbers had been pending.

Out of them, 1,056 token numbers were cleared, and the remaining 2,600 token numbers were yet to be cleared. On the same day, the respondent No.1 had given an undertaking that he would clear all the said 2,600 token numbers by the next date of hearing i.e., 09.04.2026.

Today, 761 matters are listed under the caption "For Compliance".

Learned counsel for petitioners informed that in 221 cases, the respondent authorities have fully complied with, and remaining 540 cases are still pending for compliance.

Per contra, Sri S. Suman, learned Government Pleader for Services-III submits that as per Letter No.F2/2502/2025, dated 08.04.2026, issued by the Director, Treasuries

and Accounts Department, 737 cases have been complied with.

It is to be noted that some of the learned counsel for the petitioners are not present before this Court today to provide confirmation.

The grievance of the petitioners is that, though the Treasury Department has reported compliance in 737 cases, in majority of such cases, all token numbers have not been cleared, and only 1, 2, or 3 token numbers have been complied with.

On the earlier occasion, i.e., 23.03.2026, this Court passed the following order:

"It is made clear that if Sri Sandeep Kumar Sultania, IAS, fails to comply with the aforesaid undertaking by the next date of hearing, he shall appear before this Court as and when the matter is listed till order is complied with."

In view of above submissions made by the learned Government Pleader for ServicesIII and the learned counsel for the petitioners, it is evident that the entire cases have not yet

been complied with.

Learned Government Pleader for Services-III further informed that a total of 4,000 token numbers have been cleared as on today.

In view of the above submissions made by learned Government Pleader for Services-III and in view of the order passed by this Court on 23.03.2026, the respondent authorities have not complied with the orders of this Court in toto.

In above circumstances, respondent authorities shall submit detailed information with regard to compliance of this Court's orders in each case by the next date of hearing, failing which, the concerned officer shall be present in person before this Court on 10.06.2026.
