Learned counsel for the petitioner requests the Court to permit him to withdraw the writ petition with liberty to avail comprehensive remedies in accordance with law in a properly instituted suit. Permission is accorded.

The writ petition is, accordingly, dismissed as withdrawn with liberty as prayed for. There shall be no order as to costs. Miscellaneous petitions, if any, pending in this writ petition shall stand closed.
