THE HON'BLE SRI JUSTICE A.RAMALINGESWARA RAO WRIT PETITION No.8111 of 2018 ORDER:

The petitioners state that one Sri Mohammed Abdul Khader was the pattadar and possessor of land of an extent of Acs.16.19 guntas in Survey Nos.55 and 58 (old) of Khajaguda Village, Serilingampally Mandal, Ranga Reddy District. His name was reflected in the revenue records up to 1959-60. The said survey numbers were assigned new Survey Nos.27 and 28 and after revision of survey, the said lands were treated as Government poramboke lands. While so, the legal heirs of Abdul Khader filed a petition on 20.09.2005 before the Chief Commissioner of Land Administration, Hyderabad, by invoking Section 87 of the Andhra Pradesh (Telangana Area) Land Revenue Act, 1317 Fasli, seeking necessary directions for rectification of revenue records in respect of the said survey numbers.

He, in turn, directed the District Collector, Ranga Reddy District by letter dated 05.01.2006 to examine the matter in detail and take necessary action. The petitioners claim that the then Mandal Revenue Officer, Serilingampally, submitted a report on 04.08.1997 indicating the correct facts with regard to the classification of the land relating to old Survey Nos.55 and 58 and new Survey Nos.27 and 28. There was some interdepartmental correspondence in the meanwhile.

The petitioners state that they received a message on 17.05.2017 from MeeSeva website stating that the request of the petitioners was rejected by the Mandal Revenue Officer vide his application Nos.DER021700140929 and DER021700140935.

The petitioners state that no reasons were furnished in the website or in the message. Though the petitioners submitted the application under the provisions of the Right to Information Act on 25.09.2017, the information was not furnished. In those circumstances, the petitioners filed the present Writ Petition. Sine the grievance of the petitioners is that when they sought for mutation of entries in the revenue records, their application was rejected by a communication from Mee-Seva website and no reasons were furnished for rejection of such request.

Hence, without going into the merits of the case, the Writ Petition is disposed of directing the sixth respondent to communicate the reasons in support of rejection of the request of the petitioners under application Nos. DER021700140929 and DER021700140935 and application Nos.

DER021700214356 and DER021700214366 respectively within a period of thirty days from the date of receipt of a copy of this order in order to enable the petitioners to take appropriate proceedings in accordance with law.

The Writ Petition is, accordingly, disposed of. The miscellaneous petitions pending in this Writ Petition, if any, shall stand closed. There shall be no order as to costs. ________________________________ (A.RAMALINGESWARA RAO, J) 13.03.2018 vs
