This writ petition, under Article 226 of the Constitution of India, is filed by the petitioner seeking the following relief: "For the reasons stated in the accompanying affidavit, it is prayed that this Hon'ble Court may be pleased to issue Writ, Order or Direction, or any other appropriate Order one in the nature of a Writ of Mandamus, declaring the action of the Respondents in not disconnecting the electricity meters vide Service Nos.1302-195, 1302-568, 1302-8892, 1302-12025, 1302-12294, 1302-43922 and 1302-14072 over the premises No.1-1-9 & 1-1-10 in Sy.No.11/1 at Harijan Basti, Habsiguda, Hyderabad as illegal, arbitrary and violation of articles 14, 21, 300-A of Constitution of India and consequently direct the Respondent authorities to disconnect the electricity meters vide Service Nos.1302195, 1302-568, 1302-8892, 1302-12025, 1302-12294, 1302-43922 and 1302-14072 over the premises No.1-1-9 & 1-1-10 in Sy.No.11/1 at Harijan Basti, Habsiguda, Hyderabad and pass such other order or orders as this Hon'ble Court deems fit and proper in the circumstances of the case."

Heard Sri M.A.K.Mukheed, learned counsel appearing for the petitioner, learned Government Pleader for Energy appearing for the 1st respondent and Sri R.Vinod Reddy, learned Standing Counsel for the Telangana State Southern Power Distribution Company Limited, appearing for respondents 2 & 3.

The case of the petitioner is that he is the owner of premises bearing Nos.1-1-9 & 1-1-10, in Survey No.11/1 at Harijan Basti, Habsiguda, Hyderabad, and that as the building is very old and in dilapidated condition and may collapse at any movement and that on verifying the said building, the Greater Hyderabad Municipal Corporation has issued notice under Section 456 of the Hyderabad Municipal Corporation Act, 1955, the petitioner has made a representation, dated 12.07.2017, to the 3rd respondent requesting to

TA, J W.P.No.9244 of 2019 remove the power connection to the electricity meters vide Service Nos.1302-195, 1302-568, 1302-8892, 1302-12025, 1302-12294, 1302-43922 and 1302-14072 of the subject building to avoid any untoward incidents, as it may collapse at any movement and also to facilitate demolition, but the respondents have neither considered the same nor disconnected the power supply to the subject building of the petitioner.

Without going into the merits of the case, the Writ Petition is disposed of directing the respondents to consider the representation of the petitioner, dated 12.07.2017, and pass appropriate orders, as per the Electricity Act, Rules and guidelines made thereunder, as expeditiously as possible, preferably within a period of four (04) weeks from the date of receipt of a copy of this order. There shall be no order as to costs.
