When the matter is taken up for consideration, there is no representation on behalf of learned counsel for the petitioner. On behalf of the respondents, a copy of Memo dated 13.11.2017 enclosing the judgment of the Division Bench of this Court in W.A.No.459 of 2017 dated 31.10.2017 is furnished.
