O r d e r :

The petitioners have come to this Court with a serious grievance that respondent No.5- Panchayat Secretary has been closing his eyes and ears to the most objectionable acts of respondent Nos.9 and 10 in dumping cow dung in front of their houses at Jamdhapur Village, Adilabad Mandal and District.

If the photographs filed by the petitioners reflect a true picture, the indifference being exhibited by respondent No.5 is wholly inexcusable. The Jamdhapur Gram Panchayat, which is the custodian of the interests of its subjects, has the sacred duty to maintain public places in a hygienic condition. Respondent No.5 appears to have singularly failed in discharging this obligation. Atleast when the petitioners have made representations to the said Gram Panchayat as well as respondent Nos.2 and 3, they should have sensitised themselves and taken immediate and stern action to see that the cow dung dumped is removed and the petitioners are relieved of their agony. This did not appear to have happened. In these facts and circumstances of the case, respondent Nos.2, 3 and 5 are directed to forthwith act on the representations of the petitioners and redress their grievances, if necessary, after issuing notices to respondent Nos.9 and 10, failing which, this Court may take very serious view of their conduct.

Subject to the above direction, the Writ Petition is disposed of. As a sequel to disposal of the Writ Petition, WPMP.No.46278 of 2015, filed by the petitioners for interim relief, is disposed of

as infructuous.
