It is stated that the petitioner has already ventilated his grievance in the writ petition before the 2nd respondent by way of representation dated 19-01-2017.

Without expressing any opinion on merits, the 2nd respondent is directed to dispose of the representation filed by the petitioner on 19-01-2017 in accordance with law and take action within a period of four months from the date of receipt of a copy of this order.
