When the matter is taken up for hearing, it is submitted by the learned Standing Counsel for respondent that the petitioner had expired during the year 1993, therefore, the cause in the writ petition does not survive. The learned counsel for petitioner does not dispute the same.

In view of the above submission, the writ petition is dismissed as infructuous. No order as to costs.
