Heard learned counsel for the petitioners and learned Government Pleaders for the respondents.

2. These writ petitions are filed challenging the inaction of the District Level Committee constituted under G.O.Ms.No.7, Animal Husbandry, Dairy Development and Fisheries (Fish.II) Department, dated 16.03.2013. The common grievance of all the writ petitioners is that they submitted their applications on 24.10.2014, 27.08.2014, 27.08.2014, 29.08.2014, 27.09.2014, 27.08.2014, 27.08.2014, 05.02.2014, 28.01.2014, 05.02.2014 and 27.08.2014 respectively and even though their applications were processed and recommended by all the Departments, the District Level Committee was not sitting and disposing of the cases, even though time period was mentioned in the said Government Order. The petitioners submitted that the rainy reason is fast approaching, as a result of which, their applications would become useless. They have to undertake digging operations at a huge cost and also enter into contracts with seed suppliers and others.

In the circumstances, this Court feels that in the absence of counter affidavits of the respondents inspite of ordering notices by this Court, these Writ Petitions can be disposed of, with a direction to the 1st respondent to consider the applications of the petitioners, as expeditiously as possible, but not later than 30 days from the date of receipt of a copy of the order and communicate the same to the petitioners. In case the applications of the petitioners are not

disposed of within the stipulated time, further suo moto action under Contempt of Court proceedings would be taken.
