Heard Sri Rajanikanth Jwala, learned counsel for petitioner, learned Government Pleader for Transport and the learned Government Pleader for Home for respondents.

Both sides represented that the issue raised in this writ petition is covered by the order, dated 08-07-2013 in W.P.No.22761 of 2009.

For the reasons alike, this writ petition is also partly allowed and the respondents are directed not to collect compounding fee from the petitioner for violation of the provisions of Section 192-A of the Motor Vehicles Act, 1988. If any amounts collected by the respondents towards compounding fee from the petitioner, shall be refunded within a period of eight (8) weeks from the date of receipt of a copy of this order. No order as to costs. Miscellaneous petitions, if any pending in this writ petition shall stand closed.
