In this writ petition, the request of the writ petitioner is to direct the concerned to provide police security for Environmental Public Hearing, which will be presided over by the Joint Collector and Additional District Magistrate, Suryapet District, and which is scheduled to be held on 11.00 A.M. on 22.03.2018, as such police security is necessary for smooth conduct of the proceedings of the Public Hearing.

I have heard the submissions of Sri C.Damodar Reddy, learned counsel appearing for the petitioner, and of the learned Government Pleader for Home (Telangana) appearing for the respondents 1 to 4, and of Sri P.Siva Kumar, learned Standing Counsel representing the Telangana State Pollution Control Board appearing for the 5th respondent. I have perused the material record. 3.

Learned counsel for the petitioner submits that the petitioner proposed for expansion of Bulk Drug & Intermediates Manufacturing Units at Desaigudem Village of Suryapet Mandal and District and that in that regard, an Environmental Public Hearing is proposed in accordance with the Ministry of Environment and Forests, Government of India's Notification No.S.O.1533, dated 14.09.2006, and that the proposed Public Hearing will take place on 22.03.2018, and that the same will be presided over by the Joint Collector and Additional District Magistrate, Suryapet District, and that at such hearing, large public is anticipated to attend to express the views about the proposed Project and that at such Public Hearing,

presence of police force, with necessary equipment, is necessary to MSRM, J W.P.No.8870 of 2018 ensure safety of Government officials and maintain law and order and that the costs in that regard will be borne by the petitioner company. He would also bring to the notice of the Court that the Environmental Engineer of the Telangana State Pollution Control Board, Nalgonda District, also addressed a letter to the Superintendent of Police, Suryapet District, for necessary security arrangements.

At the hearing, learned Government Pleader for Home and the learned Standing Counsel appearing for the 5th respondent stated that the provision of police security is necessary, as desired by the petitioner.

Having regard to the facts and submissions, the Writ Petition is disposed of directing the respondents 2 to 4 to provide necessary police security for the Environmental Public Hearing scheduled to be held on 22.03.2018 from 9.00 A.M. onwards at the Plant Area of the petitioner at Survey Nos.99, 101 to 109, situated at Desaigudem Village, Suryapet Mandal and District, for the smooth conduct of the Public Hearing proceedings. There shall be no order as to costs. Pending miscellaneous petitions, if any, shall stand closed in the light of this final order.
