Aggrieved by the proceedings in Rcb/ 200/ 2016 dated 19.1.2017 issued by the 4th respondent - Tahsildar in refusing to grant pattadar pass book to the petitioner, in respect of subject land, the present writ petition has been filed.

The learned counsel for the petitioner submits that without issuing any notice as envisaged under proviso to sub section (1) of Section 5 of the A.P. Rights in Land Pattadar Pass Books Act, 1971, the 4th respondent - Tahsildar refused to issue the pattadar pass book in respect of subject land and this amounts to violation of principles of natural justice.
