Sri N. Aswartha Narayana, learned counsel for the petitioner, filed a letter, dated 13.09.2017, into the Registry seeking permission of the Court to withdraw the Writ Petition with liberty to the petitioner to file a fresh Writ Petition. Permission is accorded.

The Writ Petition is accordingly dismissed as withdrawn with liberty as sought for by the petitioner. There shall be no order as to costs.

Miscellaneous Petitions, if any, pending in this Writ Petition shall stand closed.
