Heard the learned Counsel for the petitioner and the learned Government Pleader for the respondents.

The petitioner is the partner of Varalakshmi Parboiled Rice Mills Pvt. Ltd., and possessed valid licence to do the business, which is valid up to 31.03.2016. While so, the Deputy Tahsildar inspected the

petitioner's premises on 23.07.2015, conducted a panchanama and seized the stock on the allegation that there is a variation from book balance to ground balance. The petitioner filed an application on 01.08.2015 to the second respondent for release of the seized stock, which is pending. The present Writ Petition is filed seeking release of the said stock.

The stock was seized on 23.07.2015 under a cover of panchanama and proceedings under Section 6A of the Essential Commodities Act are also alleged to be pending. In the circumstances, the second respondent is directed to release the seized stock on the petitioner furnishing a bank guarantee to the value of the seized stock to the satisfaction of the second respondent, within a period of fifteen days from the date of receipt of a copy of this order. The second respondent is also directed to complete the enquiry under Section 6A of the Essential Commodities Act within a period of three months from the date of receipt of a copy of this order. The Writ Petition is, accordingly, disposed of. The miscellaneous petitions pending, if any, shall stand closed. There shall be no order as to costs.
