HONOURABLE SRI JUSTICE SANJAY KUMAR WRIT PETITION No.11508 of 2019 ORDER:

The petitioner complains of inaction on the part of the Tahsildar, Mancherial Mandal and District, in relation to his representations dated 15.3.1997 and 28.9.2018. By the said representations, the petitioner sought mutation in the revenue records in relation to the land admeasuring Acs.7.16 guntas in Survey No.259/A of Garimilla Village, Mancherial Mandal and District. It is however an admitted fact that the petitioner did not submit an application in Form VIA along with the requisite fee as required under Section 4 of the Telangana Rights in Land and Pattadar Pass Books Act, 1971 read with Rule-18 of the Telangana Rights in Land and Pattadar Pass Books Rules, 1989. Without adhering to the prescribed procedure, it is not open to the petitioner to complain of inaction on the part of the revenue authorities.

All the more so, when he made a representation as long back as in the year 1997 and remained silent thereafter. The Writ Petition is accordingly disposed permitting the petitioner to submit an application in Form VIA along with the requisite fee to the Tahsildar, Mancherial Mandal and District. In the event such an application is made, the Tahsildar, Mancherial Mandal and District, shall take appropriate action thereafter expeditiously and in any event, not later than four weeks from the date of receipt of such application.
