Heard learned counsel for the petitioner and learned Government Pleader for Revenue.

According to petitioner she along with other 51 persons who are either daily wage earners, labours, rickshaw pullers were identified for allotment of house site pattas. Initially Sy.Nos.175 and 176 of Kumarpalli Village (Gundlasingaram), Hanamkonda, Warangal District was identified for grant of house site pattas and appropriate proposals were made. Alleging inaction on the proposals made for allotment of house site pattas, one of the beneficiary filed W.P.No.7258 of 2014.

When the said writ petition came up for consideration, learned Government pleader informed the Court that matter is being examined by the Committee constituted by the Government and that petitioner therein would be considered along with other beneficiaries by the Committee. This writ petition is filed alleging that subsequently, there is change in Government decision and land in Sy.No.1559 of Madikonda Village, is identified for allotment. But so far no steps are taken.

In paragraph No.5 of the counter affidavit, it is stated that the land in Sy.Nos.175 and 176 are required for utilization for public purpose. Therefore, this land cannot be allotted. However, having regard to the eligibility of petitioner and others, land in Sy.No.1559 to an extent of Ac.1-00 is identified. However, there is delay in finalizing the issue on account of formation of new

districts and it is specifically stated that matter would be considered strictly in accordance with the policy of the State Government and appropriate decision would be made. 5.

Having regard to this statement, the substantial grievance of the petitioner is attended to by the respondents. However, having regard to the fact that issue is hanging on for more than six years, the District Collector, Warangal Urban District is directed to finalize the issue regarding identification of land and send appropriate proposals to the Government as expeditiously as possible, preferably within a period of six weeks from the date of receipt of copy of this order. On sending the said proposals, the 1st respondent shall examine and take appropriate decision in accordance with the scheme formulated by the Government for allotment of house sites to landless poor persons, within a further period of six weeks.
