When the matter is taken up for hearing, it is noticed that the Writ Petition against the 4th respondent was dismissed for default, vide orders dated 29.12.2010 and the petitioner has not taken any steps to ensure that the Writ Petition against the 4th respondent is restored. The petitioner is challenging the DPC proceedings dated 23.08.2004 promoting the 4th respondent and in the absence of 4th respondent, this Writ Petition cannot be adjudicated 2.

In view of the same, Writ Petition is dismissed. 3.
