ORAL ORDER:

Heard learned counsel for petitioner and learned Government Pleader for Revenue.

Petitioner claims to be owner and possessor of land to an extent of Ac.10.21 guntas in Survey No. 124 and 125, Gachibowli, Bombay Road, Serilingampally mandal, Ranga Reddy district. Petitioner claims to have submitted application in form VI-A in physical form and a representation for mutation of his name in the Revenue Records. Alleging inaction on the application submitted and representation made, this writ petition is filed.

Two things are noticed from the material on record. Firstly, the application was made in physical form in the office of Tahsildar on 31.5.2019 and representation was made to the District Collector on 29.5.2019 and it cannot be expected that revenue authorities would act immediately on making such application and without giving breathing time, petitioner cannot allege inaction; and secondly, the Government has evolved system of receiving applications through online web portal and admittedly petitioner has not submitted online application. Though learned counsel sought to contend that online applications are not being received, no reasons are stated as to why application of the petitioner was not accepted, if it was made in prescribed form and in due compliance of the requirements.

For the above two reasons, Court is not inclined to entertain the writ petition and accordingly the same is dismissed leaving it open to

file application through online web portal in prescribed form seeking correction of revenue records and on such application made, the competent authority shall consider the application in accordance with the provisions of Telangana Rights in Land and Pattadar Pass Books Act, 1971 and communicate the decision within six weeks thereafter. No costs.
