This writ petition is filed praying to grant following relief: "... to issue a writ order or direction more particularly one in the nature of writ of mandamus or any other appropriate writ declaring action of the respondents No.2 and 3 in not issuing pattedar passbook in respect of land to an extent of 2 acres 20 gts in Sy.No.470/Uu and 1 acre 381⁄2 gts in Sy.No.470/Lu of Raigiri Village, Bhongir mandal, Yadadribhongir District as per mutation proceedings No.B/1018/2020, dt.11.06.2020 as illegal, arbitrary, against Article 300-A of Constitution and consequently direct the respondents to issue pattedar passbook in respect of petitioner's land and pass such other order or orders as this Hon'ble Court may deem fit and proper in the interest of justice." 2.
Heard Sri K. Jagadishwar Reddy, learned counsel for the petitioner and learned Assistant Government Pleader for Revenue. 3.
According to petitioner, his father was the owner and in possession of Ac.5.00 guntas of land in Sy.No.470/Ee of Raigiri Village, Bhongir Mandal, Yadadribhongir District. Further his father also acquired Ac.1.281⁄2 guntas in Sy.No.470/E/1 and Ac.1.381⁄2 guntas in Sy.No.470/Vu/1 through a Gift Settlement Deed, dated 03.03.2003. His father executed registered sale deed in favour of petitioner and another registered sale deed in favour of his brother apportioning respective extents. On the application made by the petitioner for mutation, the Tahsildar issued proceedings on 11.06.2020 accepting the request of mutation. Petitioner alleges that sofar, pattadar passbook is not issued to him, causing hardship and suffering to him.

Petitioner claims that he made representation requesting the Tahsildar to issue pattadar passbook and after the Telangana Rights in Land and Pattadar Passbooks Act, 2020 (Act 9 of 2020) came into force, now he makes representation to the District
- 3 - Collector on 10.06.2021 and alleging inaction, this writ petition is filed.

Under the Act 9 of 2020, no remedy is provided for redressal of grievances of this nature. In order to deal with the grievance of this nature, Circular No.1 of 2021 was issued on 15.01.2021 by the Chief Commissioner of Land Administration, authorising the District Collectors to attend to grievances relating to the land matters. An aggrieved person has to make application through Dharani web portal. Since petitioner has not made any application in the above manner, it cannot be said that the respondent authorities are ignoring the claim of petitioner. 6.
Therefore, the Writ Petition is disposed of granting liberty to the petitioner to make application through Dharani web portal taking recourse to Circular No.1 of 2021 and by uploading all the relevant documents requesting the District Collector to issue pattadar passbook. If such application is made, the District Collector shall consider the same and take appropriate decision as warranted by law, within a period of Ten (10) weeks from the date of receipt of such application. Pending miscellaneous petitions, if any, shall stand closed.
