Heard. With the consent of both the counsel, this writ petition is disposed of at the admission stage. 2.

By proceedings dated 27.12.2016 petitioner was placed under suspension and called for his explanation. Petitioner submitted his explanation. According to learned counsel for the petitioner personal hearing was held. But so far no orders are passed. If that being so, there is no justification to keep the proceedings pending. In fact according to the Field Assistants Human Resources Policy, disciplinary action should be completed within a period of thirty days.

Having regard to the mandate of the Human Resources Policy, and the charge memo dated 27.12.2016, I deem it proper to dispose of the writ petition with a direction to the Project Director, District Water Management Agency (3rd respondent) to pass orders in pursuant to the show cause notice/charge memo dated 27.12.2016, as expeditiously as possible, preferably within a period of three (3) weeks from the date of receipt of copy of this order. For any reason, if no orders are passed within three (3) weeks and the delay is not attributable to the petitioner, petitioner shall be reinstated into service without prejudice to continuation of disciplinary action. There shall be no order as to costs. Miscellaneous petitions, if any, pending in this writ petition shall stand closed.
