Heard the learned counsel for the petitioner and learned Government Pleader for respondents.

The case of the petitioner is that he is an agriculturist and resident of Gajjalakandlapally Village of Gandlapenta Mandal, Anantapur District. The third respondent issued pattadar pass books in respect of the lands, which were in possession of the petitioner in Kadiri Village and Mandal. However, when there was a rumour with regard to availing of loans by the farmers from the banks by producing fake pattadar pass books and title deeds, the second respondent issued instructions to all the authorities concerned to verify the same and take necessary action. In response to the same, the third respondent doubted the documents issued to the petitioner and instructed the fourth respondent to file a complaint before the fifth respondent. Pursuant to the same, crime No.53 of 2015 was registered and petitioner was shown as accused No.9.

However, the petitioner obtained anticipatory bail in criminal petition No.9966 of 2015 on 05.10.2015. Thereafter, on enquiry, it came to light that the documents given to the petitioner by the Tahsildar were not fake and were genuine . In view of the same, the second respondent addressed a letter to the Revenue Divisional Officer, Kadiri, on 06.09.2016, based on the reference made by the fourth respondent to withdraw the criminal case registered against the petitioner. When no further action was taken, and in view of the difficulty faced by the petitioner in obtaining loans, the present writ petition is filed. The learned Government Pleader, on the basis of the written instructions, submits that crime No.53 of 2015, wherein the petitioner was shown as accused No.

9, was referred to the Crime Investigation Department (CID), Kurnool and the matter is under investigation.

go through the communication issued by the second respondent on 06.09.2016 addressed to the Revenue Divisional Officer, Kadiri and take necessary in accordance with law within a period of four weeks from the date of receipt of copy of this order.
