The case of the petitioner-association is that the petitioners are working as Deputy Executive Engineers for more than 15 years and they are fully qualified and eligible to be considered for promotion as Executive Engineers.

The grievance of the petitioners is that without considering their case for promotion to the posts of Executive Engineers, the respondents are trying to bring outsiders on deputation basis as Executive Engineers in the existing vacancies thereby denying promotions them who are otherwise eligible and qualified.

Heard learned counsel for the petitioner, learned Asst. Government Pleader for School Education and learned Standing Counsel for 2nd respondent- Corporation. 4.
Learned Standing Counsel for 2nd respondentCorporation submits that as on today there is no proposal to bring outsiders on deputation basis as Executive Engineers in the 2nd respondent-Corporation. It is also stated that the petitioner-association can make a representation before the competent authority in respect of the grievance now complained in this writ petition.

In the circumstances, it is open for the petitionerassociation to make a representation in respect of their grievance before the competent authority and on such a representation being filed, the respondent-authorities to consider the same and pass appropriate orders thereon in accordance with law and the rules framed by the Government in that behalf from time to time.

With the above direction, the writ petition is disposed of. Miscellaneous petitions, if any, pending in this case shall also stand disposed of. There shall no order as to costs.
