This Writ Petition was filed challenging the action of respondent Nos.2 and 3 in inviting tenders for sanitation works as violative of the first respondent's circular in Roc.No.1994/2007/M3, dated 03.03.2012, and circular in Roc.No.1994/2007/M3, dated 28.03.2012, for the year 201213. Though notice before admission was ordered in the Writ Petition, no stay was granted.

In view of the lapse of time, nothing survives for consideration, and the Writ Petition has become infructuous. The Writ Petition is, accordingly, dismissed as infructuous. The miscellaneous petitions pending, if any, shall stand closed. There shall be no order as to costs.
