Respondents Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed herein, the High Court may be pleased to issue an appropriate Writ, Order or direction more particularly a Writ in the nature of Mandamus declaring the action of the respondents in Fixing the condition No.6 of for Experience for Running Ferry operations for Five years of the Tender-Cum-Auction Notification No. S/69/2015, dated 10-02-2015 of the 5th respondent as illegal, arbitrary, and violation of principles of natural justice and violation of Article 14 of the Constitution India and consequently direct the respondents to permit the Petitioner Society to participate in the Tender-Cum-Auction Notification No.

S/69/2015, dated 10-02-2015 of the 5th respondent without insisting for Experience for Running Ferry operations for Five years, to be held on 2802-2015. The petition coming on for hearing, upon perusing the Petition and the affidavit filed herein, orders of the High Court dated 02-03-2015, 3-3-2015, 11-03-2015 and 18-03-2015 made herein, and upon hearing the arguments of Sri G. Simhadri, Advocate for the Petitioner, Govt. Pleader for Panchayat Raj for Respondent Nos.1 to 3 and Sri Ravi Cheemaplapati, Standing Counsel for Respondent No.5, the Court made the following.
