The case of the petitioner is that he is running a School, by name, Raj Praja High School, and during the year 1990, while the school was in force, the property bearing No.1-16-75 in Survey No.190 admeasuring 2,079 sq. yards situated at Sai Nagar, Alwal, Ranga Reddy District, was mortgaged. However, the school became defunct since the years 2008-2009. Petitioner made several representations to the District Educational Officer, Ranga Reddy District, the respondent herein, requesting to release the mortgaged property. By the proceedings dated 06.01.2007, the Deputy Educational Officer, Vikarabad, also recommended the respondent to release the mortgaged property to the petitioner. The grievance of the petitioner is that the respondent is not releasing the mortgage deed of property in favour of the petitioner despite the recommendation of the Deputy Educational Officer. Hence, this Writ Petition. 3.

Having regard to the same, without going into the merits of the case, the Writ Petition is disposed of directing the respondent to act upon the recommendation made by the Deputy Educational Officer, dated 06.01.2007, immediately, and take steps with regard to release of the property in favour of the petitioner. In any event, if the respondent has any cogent reason for not releasing the mortgage deed of property in favour of the petitioner, he shall assign due reasons in support of his decision and communicate

the decision to the petitioner. The entire exercise shall be completed within a period of four weeks from the date of receipt of a copy of this order. There shall be no order as to costs.
