Heard learned counsel for the petitioners and learned Government Pleader for respondents.

Petitioners claim that they succeeded to land to an extent of Ac.5-00 guntas and their names are mutated in the revenue records to that extent and were issued pattadar pass books. In the recent exercise undertaken by the Government, they are entitled to issuance of e-pass books. But so far the same are not issued. Since the new pass books are not issued to them, they are not allowed to avail the benefit of Rythubandhu scheme. However, the material on record would disclose that no application is filed by the petitioners requesting to issue e-pass books, but straight away this writ petition is filed. This Court is not inclined to entertain the writ petition. This Court can go into the conduct of the authorities, if they are negligent in acting upon the request of public and/or inordinate delay in acting upon the representation. But this Court cannot be used as platform to claim the documents.

Thus, leaving it open to the petitioners to file appropriate application for issuance of e-pass books with supporting documents, the Writ Petition is dismissed.
