Heard learned counsel for the petitioner and learned Standing Counsel for respondents 1 to 3.

The impugned order and its consequential orders are of the year 2002, 2003 and 2010 respectively. But, in the writ affidavit there is no whisper for the delay caused in filing the writ petition. As such, the writ petition is dismissed on the ground of laches. No order as to costs.
