S-7 -2022, wherein imposing a punishment of stoppage of one periodical increment with cumulate effect, even though petitioner is nothing to do with the alleged charge and imposing such penalty after lapse of more than 5 years from the alleged charge memo for the issue 2010 is as highly illegal, arbitrary , unjust , total non application of mind, shockingly disproportionate than the alleged charge and set aside the same. b) and consequently to direct the respondents, reconsider and review the above impugned orders of punishment dated. 17-08-2021 as the alleged charge leveled against the petitioner is very minor in nature and not related to any misappropriation or misuse of funds.
