THE HON'BLE SRI JUSTICE A. RAMALINGESWARA RAO Writ Petition No.24098 of 2015 ORDER:
Heard the learned counsel for the petitioner and the learned standing counsel appearing for the respondents. The petitioner is a wireman holding a certificate of competency under the provisions of A.P. Electrical Licensing Regulations, 1987. An electrical contractor's licence was issued to the petitioner by the first respondent on 10.05.2013 for a period of two years. After completion of said period, the petitioner submitted an application for renewal of the licence and it was renewed for a period of another two years, which is valid up to 09.05.2017. While so, the petitioner received an order dated 03.07.2015 from the first respondent suspending the licence under Regulation 11 (i) of A.P.E.L. Regulations, 1987 pending further decision in the ensuing APEL Board Meeting. Challenging the same, the present writ petition is filed.
The learned counsel for the petitioner submits that no notice was issued to the petitioner while suspending his licence. A perusal of the impugned order dated 03.07.2015 shows that it was passed suspending the licence of the petitioner pending further decision in the ensuing APEL Board Meeting.
In the circumstances, the first respondent shall issue appropriate notice for conducting enquiry in respect of the alleged mal-practices indulged by the petitioner and after conducting enquiry, the first respondent shall pass final orders thereon, within a period of three months from the date of receipt of a copy of this order. Accordingly, the writ petition is disposed of. There shall be no order as to costs. Miscellaneous Petitions, if any pending in this writ petition, shall stand closed.
