Heard learned counsel for the petitioner and learned Government Pleader for Revenue for respondents. 2.
Petitioner claims that she purchased land to an extent of Ac.5-20 guntas out of Ac.21-00 in Sy.No.17/1, Piglipur Village, Hayathnagar Revenue Mandal, Ranga Reddy District. On purchasing the said land she has applied for mutation for her name in the revenue records. Alleging that the application submitted for mutation of her name is not considered, this writ petition is filed.

Normally, as per the procedure prescribed by the Government, a person requesting to mutate his name has to apply in prescribed proforma through online web portal and no application is accepted in physical form.

Application in Form VI-A was sought to be submitted by the petitioner through Meeseva Centre. But the details of the land are not available in Meeseva. On 17.01.2019, a representation was made by the petitioner to the Mandal Revenue Officer, Abdullapurmet Mandal, Ranga Reddy District, in which she has pointed out that when she tried to submit application through online for mutation of her name, the details of the land are not available in Meeseva, therefore, application was submitted in physical form to mutate her name. 5.
In view thereof the Writ Petition is disposed of directing the Tahsildar-4th respondent to consider the application made by the petitioner in physical form on 17.01.2019 without
- 3 - insisting for submission of application through online web portal, subject ofcourse to collection of any fee as required and consider why the details of the land are not opening in Mee-seva Centre and if by mistake it is not opening, the application shall be processed in accordance with the Telangana Rights in Land and Pattadar Pass Books Act, 1971 regarding her request for mutation and consequential steps. On verification of online record if it is found that the details are found, petitioner be advised to make application in online web portal. A decision shall be taken and communicated to the petitioner within a period of six weeks from the date of receipt of copy of this order.
