These two Writ Petitions are being disposed of by way of common order as the issue raised in these two Writ Petitions is one and the same.

It has been contended by the petitioners in both these Writ Petitions that they are employees of 1st respondent-bank and the 2nd respondent-Registrar of Cooperative Societies, vide proceedings dated 10-05-2013, under Section 4 (2) of the APCS Act, 1964, has given directions to the 1st respondent-bank to consider the request of service employees of Primary Agricultural Cooperative Society (PACS), who were recruited to the cadre V posts in DCCBs under 25% quota, to fix their pay by giving weightage of one increment for every 18 months of service. Therefore, they have filed these Writ Petitions seeking a direction to direct the respondents to consider the cases of petitioners in terms of the orders passed by the 2nd respondent.

Learned counsel for the 1st respondent-bank contends that against the orders passed by the 2nd respondent, the 1st respondent-bank has preferred Revisions under Section 77 of the A.P. Cooperative Societies Act, 1964 before the State Government and the same are pending for consideration. He further contends that

AKS,J W.P.No.11899 & 11926 of 2018 since the matter is seized by the State Government in the form of Revision preferred by the 1st respondent-bank, the orders passed by the 2nd respondent cannot be implimented.

Learned counsel for the petitioners submits that since the 1st respondent-bank has preferred Revisions before the State Government, appropriate orders be passed directing the State Government to decide the Revisions within a reasonable period of time.

This Court, having regard to the submissions made by the parties, is of the considered view that these Writ Petitions can be disposed of by directing the State Government to dispose of the said Revisions preferred by the 1st respondent-bank, within a reasonable period of four months from the date of receipt of a copy of this order and it is needless to say that the State Government shall hear all the stakeholders and pass appropriate orders, after giving an opportunity to the concerned parties.

With these observations, both the Writ Petition are disposed of. No costs.

As a sequel, the miscellaneous petitions pending, if any, shall stand closed.
