Heard learned counsel for the petitioner and learned Government Pleader for Revenue appearing for the respondents. 2.
Petitioner claims to be the owner of land to an extent of Ac.32.00 cents in Sy.No.132/2 of Siripuram Village, Nadigudem of Suryapet District. Petitioner filed an application on 30.10.2017 before the District Collector, requesting him to direct the Tahsildar Nadigudem Mandal, Nadigudem, not to entertain any mutation application/name change application on the subject property. Alleging inaction on the said application, this writ petition is filed. 3.
The A.P. Record of Rights in Land and Pattadar Pass Books Act, 1971 (for short 'the Act, 1971') regulates recording of names in the revenue records. Any person can apply for mutation of name in the revenue records/correction of name/recording of name as per the right accrued subsequently. Statutorily vested right cannot be deprived and contrary to the statutory mandate the authority cannot be directed not to entertain application for mutation. Thus, the relief as sought for cannot be granted and the writ petition is liable to be dismissed.

Accordingly, the Writ Petition is dismissed. However, learned counsel for the petitioner seeks leave of the Court to make appropriate application. Notwithstanding dismissal of writ petition, leave is granted to make appropriate application, if the same is permissible in law. There shall be no order as to costs.
