In this Writ Petition, the prayer sought is to issue direction to the respondents for issuance of pattadar passbooks and title deeds and No Objection Certificate by mutating the names of the petitioners and their brothers against the land to an extent of Acs.4.12 cents in Survey No.195 of Basvannapalem Village, Maddipadu Mandal, Prakasam District. The petitioners submitted representation dated 19.06.2015 before the Commissioner, Endowments Department, seeking demarcation of the subject land. Alleging inaction on the said representation, this Writ Petition is filed.

The issue with regard to mutation of the names in the revenue records and issuance of pattadar passbooks and title deeds are regulated by the provisions of the Andhra Pradesh Rights in Land and Pattadar Passbooks Act, 1971 (for short, 'the Act') and it mandates that particular procedure be followed for correction of revenue records, but so far no such application is made. 4.
Since petitioners have not followed the procedure as required by the Act, no relief as sought for by them can be granted. Furthermore, it is also appropriate, at this stage, that if there is a dispute regarding title to the property, the aggrieved party has to avail civil law remedy.

The Writ Petition is accordingly dismissed leaving it open to the petitioners to work out their remedies as available to them in law. There shall be no order as to costs.
Miscellaneous Petitions, if any, pending in the Writ Petition shall stand closed.
