Heard learned counsel for the petitioner and learned Government Pleader for Revenue.

A reading of the prayer itself would show that the petitioner seeks a declaration of the inaction on the part of the respondents in considering him as legal heir of respondent No.7 for the purpose of mutation in the revenue records as arbitrary and illegal. The averments in the affidavit filed in support of the Writ Petition would show that the petitioner claims to be adopted son of Late Murali. He intends his name to be reflected in the revenue records in the place of Late Murali. However, as of now, no application is filed by the petitioner to mutate his name in the revenue records.

Learned counsel for the petitioner sought to contend that pursuant to the proceedings of District Revenue Officer, dated 29.04.2019 addressed to the Tahsildar, Kalva, Srirampur Mandal, no further steps are taken. The contents of the said proceedings are beyond the scope of purview of District Revenue Officer. If the petitioner has any grievance, he has to file appropriate application as required by the Telangana Rights in Land and Pattadar Passbooks Act, 1971.
