Heard learned counsel for the parties.

Learned counsel for the petitioner does not press this writ petition and seeks liberty to the petitioner to make a complaint/representation to both the State Pollution Control Boards for the State of Telangana and for the State of Andhra Pradesh for redressal of his grievance and seeks direction to the Boards to consider and decide his complaints/representations on merits. Sri T.V. Ramana Rao, learned counsel appearing for the 2nd respondent - Telangana State Pollution Control Board, submits that they have already issued show cause notice to respondent No.5 and he submits that they shall consider and decide the show cause notice in accordance with law. Insofar as respondent No.3 - A.P. Pollution Control Board is concerned, learned counsel appearing for the Board submits that if the petitioner makes any representation, as aforementioned, they will consider and deal with the same in accordance with law.

Sri Vedula Srinivas, learned counsel appearing for respondent Nos.4 and 5, submits that he has no objection for allowing the petitioner to make a representation. However, direction may be given to the State Pollution Control Boards not to pass any order without giving an opportunity of being heard to respondent Nos.4 and 5.

Having considered the nature of grievance made by the petitioner and the submissions of learned counsel for the parties, we are satisfied that the following order will meet the ends of justice: "It is open to the petitioner to make representations/complaints to both the State Pollution Control Boards within a period of two weeks from today. If the representations/complaints are made by the petitioner within the stipulated time, both the State Pollution Control Boards shall consider and deal with the same within twelve weeks from the date of representations in accordance with law and after giving an opportunity of being heard to respondent Nos.4 and 5." With these observations, the writ petition is disposed of. While passing this order, it is made clear that we have not expressed any opinion on merits of the

case.
