Heard Sri Zakir Ali Danish for petitioner, Assistant Government Pleader for Panchayat Raj for respondents 1 to 3 and Sri G.Narender Reddy, Standing Counsel for 4th respondent.

The petitioner challenges Proceeding R.C.No.P2/ 1391/ 2015, dated 24-05-2016 as illegal, arbitrary and violative of principles of natural justice.

At the time of hearing, the Assistant Government Pleader places on record the proceedings of 3rd respondent dated 11-11-2016 on record, which read thus :- " Further on submission of the reply by the Sarpanch on the show cause notice the following Modification orders are issued. As per the provisions of G.O.Ms.No.3, PR & RD, Dept., dated 20-01-1995, the Sarpanch and Panchayat Secretary of Gram Panchayat, Raghunadhapalem are hereby permitted to operate all type of funds with the counter signature of EO (PR&RD), Raghunadhapalem until further orders.

The Sub-Treasury Officer, Khammam, Branch Manager, SBH, Khammam and concerned Branch Mangers where the funds of Gram Panchayat are operating are requested to honour the cheques of Gram Panchayat, Raghunadhapalem presented in the above manner." From the above, it is clear that the cause in the writ petition does not survive.
