The petitioner applied for issuing E-passbook. The request of petitioner is refused through endorsement dated 23-02-2017. The endorsement stated in the colloquial expression reproduces cyclostyle version and says the request is refused for the following reasons. The heading meant for reasons remained as a heading without reasons.

The Assistant Government Pleader, after perusing the endorsement, submits that he has difficulty is sustaining such endorsement.

Hence, the endorsement is set aside. The matter is sent back to the Tahsildar, Tadikonda Mandal, Guntur District-4th respondent with a direction to apply his mind and process the application in accordance with law and pass orders and communicate the order with reasons, as expeditiously as possible, preferably within four weeks from the date of receipt of a copy of this order.
