This Writ Petition is filed alleging that the action of the 3rd respondent in not appointing the petitioner under in-service Contract Labour Quota against 20% Open/Non-Local Quota as Junior Line Men pursuant to the Notification dt. 14.12.2011 issued by the 1st respondent, as arbitrary and illegal. 2.
In the affidavit filed in support of the petition, it is merely stated that in the month of February, 2016, the petitioner applied under Right to Information Act, 2005 and after information was furnished, the writ petition was filed in the month of August, 2016. No reason is assigned by the petitioner as to why he has not taken any action to obtain information under Right to Information Act or to approach this Court during the period between December, 2011 and February, 2016.

In these circumstances, I am of the opinion that the Writ Petition is liable to be dismissed on the ground of laches on the part of the petitioner in approaching this Court. 4.
Accordingly, the Writ Petition is dismissed. No costs. Miscellaneous petitions, if any, pending in this Writ Petition shall stand closed.
