HONOURABLE SRI JUSTICE RAJA ELANGO WRIT PETITION No.42815 of 2016 ORDER:

This writ petition is filed by the petitioner under Article 226 of the Constitution of India seeking a direction to receive his complaint and register FIR.

Heard and perused the material available on record. 3.
It is the grievance of the petitioner that while he was doing agricultural work in the lands of one Sistla Ramesh, respondents 5 and 6 illegally entered into the above land, pulled him by catching hold of his shirt, and abused him in filthy language in the name of his caste. Then he lodged a complaint before the 4th respondent. But he refused to receive the same. He also sent a complaint through registered post. But no FIR was registered.

Considering the facts and circumstances of the case and the grievance of the petitioner, without expressing any opinion on merits, this Court is inclined to pass the following order: "The 4th respondent is directed to register FIR, if any complaint is lodged by the petitioner and if such complaint discloses any cognizable offence."
