Heard the learned counsel for the petitioner and the learned Government Pleader for Respondents.

On an application filed by the petitioner herein for change of ownership, vide proceedings dated 16.5.2017, the office of the Divisional Forest Officer, Krishna Division, Vijayawada informed the petitioner that necessary proposals will be placed before the State Level Committee for considering as per Wood Based Industries (Establishment and Regulation) Guidelines, 2016.

Today, when the matter is taken up, written instructions dated 27.7.2018 furnished by the Divisional Forest Officer, Krishna Division, Vijayawada are placed on record by the learned Government Pleader. The said instructions read as under:

"It is submitted that the Sawmill licence of M/s Krishna Veni Sawmill Polavaram was expired on 31.12.2015. It is the case for ownership changing for the Sawmill existing in 725 mtrs. from the nearest Polavaram Forest Block. When the application is rejected, the petitioner Oleti Satyanarayana S/o late Nagamalleshwara Rao, aged about 37 years filed W.P.No.17884/2016. The Hon'ble Court issued orders in his favour. The applicant was informed that his case would be placed before the next SLC meeting, since the Divisional Forest Officer has no powers to implement the Hon'ble Court order. The applicant filed contempt case No.522/2017 also. This case was placed before the SLC on 12.7.2017. The Government of A.P. issued "The Andhra Pradesh Wood Based Industries (Establishment and Regulation) Rules, 2018 vide G.O.Ms.No.

48 EFS&T (Section-II) Department dated 8.5.2018. Hence, a notice was issued to Sri Oleti Satyanarayana S/o late Nagamalleshwara Rao, aged about 37 years, R.S.No.107/1, Polavaram (V), Chatrai (M) of Krishna district in this office Rc.No.1107/2001 V1 dated 14.6.

this office to submit necessary proposals to SLC through the Chief Conservator of Forests, Rajahmundry. The applicant has submitted the above application to this office on 29.6.2018. The Principal Chief Conservator of Forests, A.P, Guntur who is the Chairman of SLC has called for the details of the applications vide Rc.No.1817/2015/Prod.3 dated 27.6.2018. These details were submitted to the Principal Chief Conservator of Forests, A.P. Guntur through Chief Conservator of Forests, Rajahmundry vide this office Rc.No.499995/2018 v1 dated 23.7.2018".

Having regard to the contents of the above instructions and by placing the same on record, the writ petition is disposed of, directing the Respondents herein to expedite the process and complete the same as expeditiously as possible.
