THE HON'BLE SRI JUSTICE S. RAVI KUMAR WRIT PETITION No.15760 of 2003 ORDER:

This writ is filed challenging proceedings dated 22.07.2003 in Roc.No.E5/16635/2003 dated 22.07.2003 as illegal, arbitrary and to direct first respondent to hold fresh selection considering candidature of petitioner in interest of justice.

According to petitioner, for the post of Paricharika in Tirumala Tirupati Devasthanam (TTD) Temples, notification was issued in eenadu daily dated 10.08.2001 inviting applications from candidates belonging to Brahmin community with requisite qualifications and that he applied for the same giving his bio-data and received call-letter dated 05.03.2002 directing him to appear for interview on 14.03.2002. Subsequently, he received communication that interview dated 14.03.2002 was postponed and he received another call letter directing him to attend for interview on 21.07.2003 and that he attended for interview. According to petitioner, interview board was constituted with Srivaishnavites Iyyengar Brahmin community and they selected only candidates belonging to Srivaishnavites Iyyengar Brahmin community and selection was not independent and they ignored other sects of community and equal opportunity was not given and, therefore, this selection is illegal.

3. TTD filed counter disputing allegations levelled by petitioner. According to counter, 209 applications were received from aspirants and that TTD called 183 candidates for interview and interview board consisted with Joint Executive Officer as Chairman, Sri Madambakam Srinivasa Bhattacharya as Member, Dr. A.V.Ramana Deekshitulu, Pradhan Archaka as Member, Deputy Executive Officer (Reception) as Member and Deputy Executive Officer (Service) as Member/Convenor and that Committee conducted interview on 21.07.2003 and submitted minutes to appointing authority selecting five

candidates and allegation that Srivaishnavites Iyyengar Brahmin community are only selected is not correct, in fact, first candidate is a non- Srivaishnavite and allegations made by petitioner are without any basis.

5. Petitioner has not placed any material to support the allegations levelled against first respondent in selecting respondent Nos.2 to 6 as Paricharikas in TTD Temples. There is no supporting material for the allegation that entire interview board consists of persons belonging to Srivaishnavites Iyyengar Brahmin community. As seen from counter, out of five members in interview board, three are officials and only two are from TTD Temple. Petitioner has not produced any material to prove caste of these three officials, so also, caste of all respondents i.e. respondent Nos.2 to 6. There is absolutely no material for allegations levelled by petitioner in respect of selection of respondents Nos.2 to 6 by first respondent - TTD.

On a scrutiny of material, I am of the considered view that allegations are baseless, not supported by any material except the self-serving affidavit of petitioner. There is absolutely no record to support version of petitioner. Therefore, I am of the view that writ petition is devoid of merits and liable to be dismissed. Accordingly, Writ Petition is dismissed. No costs.

6. As a sequel, miscellaneous petitions pending, if any, shall stand dismissed.
