Smt.V.Usha Rani, presently working as Director of Horticulture, Andhra Pradesh, Hyderabad who worked earlier as Commissioner and Director of School Education, is present in Court. She submitted that the notice in the Contempt Case was not served on her as she was transferred to the Horticulture Department on 07.01.2015 and the notice of the Contempt Case was served in the office of the Commissioner of School Education on 31.10.2015 and the same was not communicated to her in time. The acknowledgment available in the record shows that the notice was served in the office of the Commissioner & Director of School Education but not in the office of the Director of Horticulture. She submits that in view of the noncommunication of the order she could not be present in Court on 10.04.2015. However, pursuant to the Government orders in G.O.Ms.No.

585 dated 18.03.2015 the Government accorded administrative sanction in G.O.Ms.No.73 dated 20.03.2015 and sanction orders were passed on 20.03.2015, and the amounts were also related to the petitioner school.
